Stymied by the local government

Why are the local governments trying to thwart me? I'm simply trying to get my son the help he needs. I've always know that he needs speech therapy. Now that he's settled in the 3 year old class, his need for speech therapy is becoming more pronounced, I'm only hoping that he doesn't have to have surgery on his tongue or anything.
But this is the dilemma. I live in Palm Beach county but I work and he attends school in Broward County. They are trying to tell me that I can't get help in Broward County. I'm like - this is a free service I understand, but I'm willing to pay someone to go to my son's school to give him therapy. You would think they'd be happy to get a paying customer. But God Forbid that they actually have to think through a process and find a solution for someone.
Each person I talk to is a total moron and only able to answer questiosn like it's a script. It's no wonder the county is bombed, we are staffed by a bunch of ignoramuses. Finally after talking to a clearly deaf and learning disabled woman who told me I had an attitude, I got a hold of a supervisor - the only sensible individual I'd spoken to all day. I told him my issue and he agreed with me that there had to be a way around the problem. The first thing he did was find two agencies who had offices in both Broward and Palm Beach County and gave me those numbers. Then he gave me the names of two officials so that I could contineu to find more answers. Finally - someone with a brain. He told me that I should continue to do whatever I needed to do to get my son the help he needed.
Is is any wonder that our children fall through the cracks? Some parents don't have the time or resources to spend 45 minutes on a phone or to hunt down resources. I plan to circumvent the system by using a Broward address and phone number to get the services I need for my son. This is what parents have to resort to circumvent stupid people with stupid rules.
